Issue
The remote regions between the major towns of Librazhd and Pogradec in Albania faced significant challenges in terms of accessibility and connectivity. This limited access impacted educational, employment opportunities, and economic development, and left villages isolated from essential services like electricity and water.

Initiative
The Qafe Plloce project, planned by the Albanian Road Authority and undertaken by SAJDI, involved constructing a critical part of the North-South Transport Corridor. The initiative included supervising the construction of a 2.9 km road segment and a new 40.5 km long two-lane roadway with a 375 m long two-way road tunnel. The project also comprised building 6 bridges, 118 culverts, 3 underpasses, and 2 tunnels, enhancing the infrastructure at 1,300 meters above sea level amidst challenging mountainous and valley terrain.
Benefits
- Dramatically improved connectivity, reducing travel time from the capital, Tirane, to Korce by one hour.
- Enhanced road safety and conditions.
- Made previously neglected villages more accessible.
